A person in my local reef club has a similar pair. They look like ocellaris, but have the spine count (and were sold as) percula. I raised some of their babies to adulthood. They had all three stripes within a month. Slower than ocellaris, faster than percula. It's my guess that its a hybrid. Here are a couple pics of his:

Honestly, larger looks percula, smaller looks ocellaris. Just my gut reaction to the pix.

I agree with Matt so if they came from the same place then I also agree with Scottt about being hybrids. I've raised Perc/Ocellaris hybrids that have some in each hatch that looked like Percs and some that looked like Ocellaris. All of them barred up very quickly (within 4 months) but they grew very slowly.
