I do not see any difference in that one and the dozens of designs that I have seen that look just like it? 
 
I've made one just like that using 18" pvc.  Never did put it to use and I have no idea where it is even :lol:

Ah... that is in numerous different designs I have looked at... Odd you've never seen it?
