I have fish that I would like to start selling (locally) but am still waiting for the settlement and DPS reports to be approved. Any issue with selling them before the reports are approved?

As long as you have your fish fully documented in your journals, pics, etc., you can do anything you like.  I apologize for the delay in getting reports approved lately, we've all been kinda swamped.
